If you're like me, you need a 32-bit bootsect.exe because you have 32-bit windows, and it can't run the 64-bit bootsect.exe on the ISO/DVD you're using. 
I found it in the Boot folder of a 32-bit ISO. You can probably find the link to download the 32-bit ISO from Digital Rivers if you google it.

If I downloaded this, how would I go about using it to make my USB bootable? I believe I'm in the same situation you were. I'm on a 32 bit system right now, trying to make a 64 bit USB stick. Save the bootsect.exe file to the location where you installed the Windows USB/DVD Download Tool (e.g. C: Users username AppData Local Apps Windows USB DVD Download Tool).
